In Episode 14, Ai Nanasaki is wearing an Action-belt, doing a tranformation pose of any Kamen Rider series
In episode 14, the library assistant that Junichi, Kaoru, Ai, and Masayoshi speak to shortly after the opening credits is clearly modeled off of the character Touko Amano from the Book Girl (Bungaku Shoujo) series of light novels and anime. Indeed, the unnamed girl shares Touko's voice and is referred to by Masayoshi shortly thereafter as a "bungaku shoujo."

It's not the cybernetic transformations and conditioning of the subjects that the government is so desperate to hide, but the nature of the subjects themselves.
